Safe idea? Some “smart” Nigerian turned these houses into electricity poles

We don’t know who did this.
But we are aware that these structures located at 9 and 11, Omitogun Street, Iwaya, Yaba, Lagos were recently erected by a developer.
Electricity cables pass too close to the structures.
Someone obviously thought hammering wood to the roof of the structures and attaching the naked cables to the wood is the solution.
We would like to know what electricity experts think about this.
One of the houses is already being occupied. We gathered some of the tenants are post-graduate students at the University of Lagos (UNILAG).
The other building is almost completed, and still empty.
