Why is FERMA repairing Third Mainland Bridge during rush hour

Someone decided to repair a portion of Third Mainland Bridge, Lagos, at a time workers were returning home from work.
The repair work was carried out by Federal Road Maintenance Agency (FERMA) who blocked a large portion of the road causing traffic gridlock on the bridge.
“They could have done this between 11am and 2pm when people would still be at the office,” a frustrated commuter said.
