Tinubu meets Vice Admiral Ibas, the first ex-Naval officer appointed as state administrator since 1999

President Bola Tinubu is currently holding a crucial meeting with Ibokette Ibas, the newly appointed sole administrator of Rivers State, at the Presidential Villa in Abuja.

Ibas, a former Chief of Naval Staff and Nigeria’s ambassador to Ghana arrived at the State House at approximately 12:50 pm for the meeting, just hours after the president imposed a state of emergency in Rivers due to escalating political tensions.

On Tuesday, Tinubu declared a state of emergency in Rivers State following rising instability and political discord. As part of the emergency measures, the president suspended Governor Siminalayi Fubara, his deputy, Ngozi Odu, and all members of the Rivers State House of Assembly for an initial period of six months.

In response to the crisis, Tinubu appointed Ibas as the sole administrator, tasking him with stabilizing governance in the oil-rich state. According to the president, while Ibas will oversee state affairs, he will not have the authority to enact new laws. However, he may issue regulations subject to approval by the Federal Executive Council and presidential assent.

Despite the sweeping administrative changes, Tinubu assured that the judicial arm of the Rivers State government remains unaffected and will continue its constitutional duties.

The decision to impose emergency rule has sparked reactions from political stakeholders and analysts, with many questioning the implications of the federal government’s intervention in the state’s affairs.

Ibas’ extensive military and diplomatic background, including his tenure as Chief of Naval Staff from 2015 to 2021, is expected to play a crucial role in managing the crisis and restoring stability to Rivers State. The outcome of his meeting with President Tinubu is anticipated to shape the next steps in addressing the state’s political turmoil.

Why Ibas’ appointment is historic

For the first time since Nigeria’s return to democracy in 1999, a former naval officer is steering the ship of a state under emergency rule. Vice Admiral Ibok-Ete Ibas, a decorated former Chief of Naval Staff and ex-ambassador, now finds himself at the helm of Rivers State as its new administrator.

President Bola Tinubu’s declaration of emergency rule in Rivers follows a familiar script—an ex-military man brought in to steady the turbulent political waters. Obasanjo did it in Plateau and Ekiti, appointing retired generals to restore order. But this time, rather than a soldier, the call to duty came for a sailor.

Ibas, whose career spanned underwater warfare, amphibious strategy, and even aerial training, now faces a different kind of battlefield—political instability and militant sabotage in Nigeria’s oil-rich state. A veteran of naval diplomacy and maritime security, he’s no stranger to high-stakes maneuvering. But can he navigate the political storms as skillfully as he did the high seas?

His military résumé reads like an action-packed novel: from commanding warships to heading the Western Naval Command, serving as Naval Chief, and later representing Nigeria in Ghana as an ambassador. Now, instead of defending territorial waters, he must defend law and order in Rivers.

The question on everyone’s mind: Will Ibas bring his signature discipline and strategic acumen to governance, or will Rivers prove to be rougher waters than any ocean he’s sailed? One thing’s certain—this is one mission where sinking is not an option.
