Gov. Otti Enacts Security Trust Fund Law to Strengthen Security in Abia
Abia State Governor Dr. Alex Otti has signed the newly amended Abia State Security Trust Fund Bill into law, marking a pivotal step toward institutionalizing security funding and enhancing safety across the state. The legislation, passed by the Abia State House of Assembly, empowers the Trust Fund’s Board of Trustees (BOT) to mobilize resources for critical security infrastructure and operations.
Governor Otti, speaking at the signing ceremony on Tuesday, emphasized that the law establishes a structured framework to address security financing, which previously relied heavily on state government allocations and private donations.
“Having given you the teeth, you can now bite,” Otti told the BOT members, underscoring their enhanced mandate to drive security initiatives.
“Most of the funding for security endeavours in the State has been done by the State and public-spirited individuals. With the establishment of the trust fund, we will have a more organised and institutionalized ways to address funding of security,” Gov. Otti stated, Otti stated.

He praised residents and stakeholders for their ongoing support, crediting collaborative efforts for the state’s recent “relative peace,” while pledging to prioritize security throughout his administration.
The amended law addresses gaps in the former legislation, which failed to meet evolving security demands. Deputy Speaker Rt. Hon. Augustine Meregini, representing the House of Assembly, explained the bill’s focus on generating funds for security equipment and operational efficiency. He expressed confidence that its implementation would bolster safety in Abia.
BOT Chairman Mr. Obiamaraije Stanley thanked Otti for his leadership and assured the public of the board’s dedication to leveraging the Trust Fund for tangible results. The event was attended by Attorney General Barr. Ikechukwu Uwanna, lawmakers, and state officials.
Governor Otti also acknowledged the Assembly’s swift passage of the bill and commended community leaders for their responsiveness to security needs. The law, tagged Abia State Security Trust Fund Law No. 5 of 2024, formalizes channels for corporate and individual contributions, aiming to fortify crime prevention and emergency response efforts.
