Nigeria and Niger Begin Diplomatic Thaw as Foreign Ministers Meet in Niamey

In a significant diplomatic gesture aimed at easing tensions between Nigeria and Niger Republic, Nigeria’s Minister of Foreign Affairs, Yusuf Tuggar, paid a working visit to Niamey on Wednesday. He was warmly received by his Nigerien counterpart, Bakary Sangaré, marking the first major step toward mending a strained bilateral relationship.

The high-level meeting comes amid lingering fallout from the July 2023 coup in Niger, which triggered a wave of sanctions from the Economic Community of West African States (ECOWAS), then chaired by Nigerian President Bola Tinubu. The bloc’s hardline stance—including border closures and threats of military intervention—drove a deep wedge between Abuja and Niamey.

Relations were further strained last month when the Alliance of Sahel States (AES)—a breakaway coalition formed by the military-led governments of Niger, Mali, and Burkina Faso—imposed a new 0.5% import duty on goods from ECOWAS countries.

However, in a joint statement issued after the talks, both ministers expressed a renewed commitment to reconciliation and regional cooperation. They described the meeting as a “mutual initiative aimed at mending bridges” and emphasised the need to “revitalise the Nigeria-Niger Joint Commission (NNJC)” to consolidate shared gains.

The discussions touched on a wide range of bilateral and regional initiatives, including cross-border trade, infrastructure projects, and energy cooperation. Notably, both sides reaffirmed support for the operationalisation of the Kano-Katsina-Jibiya-Maradi railway and the construction of the ambitious Trans-Saharan Gas Pipeline, among other regional connectivity efforts such as highways, fibre optics, and air services.

Other areas highlighted for collaboration included desertification control, agriculture, education, tourism, and technology. Both nations also agreed to intensify joint efforts in counterterrorism along their shared borders.

In a show of growing goodwill, Tuggar extended an invitation to Sangaré to visit Nigeria—a gesture that was promptly accepted. A date for the visit will be finalised through diplomatic channels, signalling what both parties hope is the start of a new chapter in Nigeria-Niger relations.
