NCC Introduces New Licensing Model to Support Disruptive Innovation

The Nigerian Communications Commission (NCC) has introduced a new General Authorisation Framework (GAF) designed to give innovators the flexibility to test and validate new ideas without facing unnecessary regulatory barriers.

The framework was unveiled on Thursday in Abuja during a stakeholder engagement session for the Nigerian telecoms industry.

Aminu Maida, executive vice chairman (EVC) of NCC, represented by Rimini Makama, said the sector was undergoing rapid transformation, driven by mobile technologies and digital services.

“We are now at a turning point where the nature of innovation demands a regulatory paradigm that is not only responsive but enabling,” Maida said.
“The framework has introduced three key instruments that would provide a platform for innovators to test and validate their ideas, assess risk, and measure outcomes before deployment.”

He said the aim was to promote inclusive innovation, expand access, close connectivity gaps, and empower underserved communities.

“By adopting this approach, we are providing a platform for innovators of various sizes, whether they are startups or established companies, to demonstrate feasibility, assess risk, and measure outcomes before deployment,” he added.
“This model encourages experimentation and responsible innovation while safeguarding consumer rights and public interest.”

Usman Mamman, director of licensing and authorisation at NCC, said the framework stemmed from extensive research, global benchmarking, and a growing need to enable innovation while ensuring oversight.

He urged stakeholders to help bridge “start-up visionaries with established players, and current limitations with future possibilities.”
