Two of the most exciting ministerial appointments made by President Tinubu in 2023 were those of Bosun Tijani and Wale Edun. Considering the tech boom and the state of Nigeria’s economy, the nation’s economic and technological trajectory is significantly shaped by its key ministries. 

Dr. Bosun Tijani, Minister of Communications, Innovation and Digital Economy, and Mr. Wale Edun, Minister of Finance and Coordinating Minister of the Economy, both operate within a challenging Nigerian context, and their approaches, achievements, and criticisms offer insights into the nation’s governance.

Dr. Bosun Tijani, from a tech startup background (CcHUB), declared his intention to leverage technology for national development. Upon his appointment, many stakeholders in the Nigerian tech ecosystem hoped that he would bring the knowledge and efficiency that helped Lagos become the tech capital of Africa to the ministry.

His strategic blueprint is ambitious, and he has sought funding to aid his plans to make 70 per cent of Nigerians digitally literate while improving access to the internet across the country. 

Mr. Wale Edun, a seasoned economist with extensive experience in finance both in the private and public sectors (he is credited with boosting Lagos State’s revenue during his tenure as Finance commissioner between 1999 and 2004), focuses on macroeconomic stability and fiscal prudence. His approach emphasises fiscal and tax reforms, revenue generation, expenditure control, and attracting foreign investment.

Key Policy Thrusts and Challenges

Dr. Tijani’s focus is digital transformation, including ambitious plans for fibre and 5G deployment and startup ecosystem support. A key challenge is the gap between vision and implementation, evidenced by slow progress on the Nigerian Startup Act and infrastructure targets. Stakeholders also believe that his approach is idealistic, and that he has potentially underestimated the complexities of the telecom industry, which is the golden goose that lays the eggs in Nigeria’s ICT industry, leaving regulators such as NCC’s Aminu Maida keeping things running smoothly. 

Mr. Edun’s tenure addresses economic stabilisation amidst inflation and currency depreciation. His policies prioritise fiscal discipline and revenue generation, with reported increases in revenue from various sources and efforts to reduce reliance on Ways and Means financing. While critical for stability, the impact of associated austerity measures on the cost of living is a concern.

Comparative Impact and Coordination

Dr. Tijani’s impact is currently more aspirational, dependent on translating vision into tangible results and fostering collaboration. Mr. Edun’s impact is more immediately visible in fiscal metrics.
