The Cost of Japa: A Look at Passport Costs Across West Africa

Federal Government Hikes Passport Fees by Over 40 Percent

For millions of West Africans, a passport is more than just a travel document; it’s a gateway to economic opportunities, regional integration, and personal aspirations. However, the cost of acquiring this vital document varies significantly across the Economic Community of West African States (ECOWAS), presenting a diverse landscape of accessibility for citizens.

Neusroom editors and analysts have compiled data from official immigration agencies and government sources. The information derived reveals the financial outlay required for citizens to obtain their national passports.

Nigeria’s recent upward review

Nigeria, West Africa’s most populous nation, recently implemented a significant upward review of its passport fees, effective September 1, 2025. This adjustment aims to align costs with operational realities and potentially improve service delivery.

•32-page (5-year validity): ₦100,000 (approximately $65.10 USD at current exchange rates)

•64-page (10-year validity): ₦200,000 (approximately $130.20 USD)

Note: For Nigerians in the diaspora, fees can differ. For instance, the Nigerian Consulate in Atlanta, USA, lists fees as $142 for a 32-page, 5-year passport, $162 for a 64-page, 5-year passport, and $242 for a 64-page, 10-year passport (for adults).

Ghana

Ghana offers different tiers for passport applications, catering to varying urgency levels, though a recent proposed reduction is awaiting parliamentary approval.

•Standard Application (32 Pages): GHS 500.00 (approximately $41.67 USD)

•Expedited Application (32 Pages): GHS 700.00 (approximately $58.33 USD)

•Expedited Application (48 Pages): GHS 800.00 (approximately $66.67 USD)

Note: The Ghanaian Cabinet has approved a reduction of standard application fees from GHS 500 to GHS 350, which would bring the cost down to approximately $29.17 USD, pending parliamentary approval.

•Replacement Passport: $135.00 USD

The data reveals a wide range in passport costs across West Africa, from as low as $7 in Guinea-Bissau to over $130 for a 10-year Nigerian passport. These variations can be attributed to several factors including:

•Economic Conditions: The general economic strength and per capita income of a country often influence the pricing of government services.

•Technology and Security Features: The adoption of biometric and e-passports, which offer enhanced security features, typically comes with higher production costs that are often passed on to citizens.

•Government Policy and Subsidies: Some governments may choose to subsidize passport costs to make them more accessible, while others may view them as a revenue-generating mechanism.

•Exchange Rate Fluctuations: For countries whose local currencies are volatile against the US dollar, the dollar equivalent of passport fees can fluctuate, impacting the real cost for citizens.

•Diaspora Fees: Many countries charge higher fees for passport services rendered abroad, often to cover additional administrative and logistical costs.

For citizens, these costs can represent a significant financial burden, especially in countries with lower average incomes. While ECOWAS promotes free movement of people and goods, the varying costs of obtaining a passport can indirectly affect the ease with which citizens can exercise this right, particularly for those in lower-income brackets.

As West African nations continue their journey towards deeper regional integration, the harmonisation of passport fees could become a point of discussion. While each country has its unique economic realities and administrative structures, a more standardised approach could further facilitate intra-regional travel and trade, aligning with the broader goals of ECOWAS.

For now, citizens across the region navigate a diverse pricing landscape, where the cost of a passport remains a key consideration in their pursuit of mobility and opportunity.
