WATCH: Cars, houses buried under water as flash flood takes over US city

Residents at Ellicott City have, for the second time in almost two years, experienced devastating flash flood.
Cars and buildings in the area were buried under water after massive storm on Sunday. In some areas, water levels reached above the first floor of buildings.
A state of emergency has been declared by the state government to ensure safety of residents.
No injuries or fatalities have been reported, according to Howard County Executive, Allan Kittleman in a news conference Sunday night.
