What to Know About Trump’s Order Banning Transgender Women From Women’s Sports

On Wednesday, President Trump signed an executive order titled “Keeping Men Out of Women’s Sports,” aimed at prohibiting transgender women and girls from competing in women’s sports. During the signing ceremony in the East Room of the White House, Trump declared, “From now on, women’s sports will be only for women.”

Transgender women are individuals who were assigned male at birth but identify and live as women. This executive order is a continuation of Trump’s broader campaign against Diversity, Equity, and Inclusion (DEI) initiatives, following a previous order that banned transgender people from serving in the military.

How Will the Executive Order Be Enforced?

The enforcement of this executive order will fall under the jurisdiction of the Education Department, which has been tasked with altering its interpretation of Title IX. An amendment of 1972 law, Title IX prohibits sex-based discrimination in any school or any other education program that receives funding from the federal government. Last year, the Joe Biden administration included a set of new rules in the Title IX that aimed to prohibit harassment based on sexual orientation and gender identity

Under the revised standards, schools that fail to comply with the order risk losing federal funding.

Candice Jackson, the Education Department’s deputy general counsel, emphasized the administration’s commitment to enforcing these new standards.

“The president affirmed that this administration will protect female athletes from the danger of competing against and the indignity of sharing private spaces with someone of the opposite sex,” Jackson stated.

The White House press secretary, Karoline Leavitt, echoed this sentiment, highlighting the popularity of the order among American voters.

“This is a wildly popular position with the American people,” she said.

Impact on American Sports

If upheld, this policy shift could significantly alter the landscape of women’s sports in the United States. Athletic organizations might face pressure to conform, as failure to comply could mean the loss of federal funding—a lifeline for many educational institutions and athletic programs.

By modifying Title IX standards, the Trump administration intends to create a legal framework that compels athletic governing bodies, including the National Collegiate Athletic Association (NCAA), to adjust their policies accordingly. The NCAA’s current policy, adopted in 2022, mirrors the Olympic movement’s approach, which evaluates transgender athletes’ eligibility on a sport-by-sport basis. However, this executive order could force a shift to policies strictly based on biological sex.

The implications extend beyond national borders, as the order also directs the State Department to pressure the International Olympic Committee (IOC) to adopt similar standards. According to the order, eligibility should be determined “according to sex and not gender identity or testosterone reduction.”

Critics argue that such policies undermine the inclusivity and diversity that sports aim to promote. Karla Gonzales Garcia, the director of gender, sexuality, and identity programs at Amnesty International, voiced these concerns:

“Transgender people, like everyone else, must be able to realize their human rights so they can fully participate in sports with safety and dignity. The policing of who can and cannot play sports could lead to problematic invasive testing of all athletes.”

Part of a Broader Campaign Against DEI

Trump’s crackdown on transgender participation in sports is part of a larger effort against DEI programmes. On January 27, Trump signed an order banning transgender individuals from military service.

“It is the policy of the United States Government to establish high standards for troop readiness, lethality, cohesion, honesty, humility, uniformity, and integrity,” the order stated. “This policy is inconsistent with the medical, surgical, and mental health constraints on individuals with gender dysphoria. This policy is also inconsistent with shifting pronoun usage or use of pronouns that inaccurately reflect an individual’s sex.”

Days later, Elon Musk, head of the Department of Government Efficiency (DOGE), claimed that the administration has already saved $1 billion by terminating DEI programs.

Conservative groups have applauded these moves, framing them as a return to traditional values. Representative Nancy Mace of South Carolina remarked:

“No amount of activism, corporate pressure or lies can erase reality — men are biologically different from women. This executive order restores fairness, upholds Title IX’s original intent, and defends the rights of female athletes who have worked their whole lives to compete at the highest levels.”
