UN Seeks $29B to Save Lives as Aid Cuts Force Global Triage

Faced with the worst funding shortfall in modern humanitarian history, the United Nations has launched an emergency reprioritization plan to help 114 million people facing life-threatening conditions across more than 70 countries.

The revised appeal, presented Tuesday by UN aid chief Tom Fletcher, seeks $29 billion to stabilize the most critical situations globally — a downsized but urgent effort under the broader Global Humanitarian Overview 2025 (GHO), which originally requested $44 billion.

“We have been forced into a triage of human survival,” said Fletcher. “The math is cruel, and the consequences are heartbreaking.”

Only $5.6 billion has been received so far — just 13% of the total needed — prompting UN agencies to scale down their reach and focus on the most severe crises. Countries and regions rated as Level 4 and 5 — indicating “extreme” to “catastrophic” humanitarian conditions — will be prioritized, with aid targeted to maximize impact.

Rather than slashing programs indiscriminately, the UN has emphasized dignity and flexibility in the response. Cash assistance, for example, will remain a critical tool to allow affected people to decide their own needs.

“Brutal funding cuts leave us with brutal choices,” Fletcher warned. “All we ask is 1 per cent of what you chose to spend last year on war.”

The appeal doubles as a plea — not just for money, but for a global recommitment to solidarity and human decency.
